"These documents were rescued, in their present state, in a little French town named Vallouise -- not far from the Italian border, in 1928. The church was being rebuilt, and in the process a lot of papers which had been used to stuff spaces between the walls were unearthed." : Elizabeth A. In 1782 the Continental Congress directed Benjamin Franklin, the American minister to France, to negotiate a convention concerning the exchange of consuls.
